《同业拆借管理办法》保障市场健康发展——专访中国人民银行金融市场司司长兼上海总部金融市场管理部主任穆怀朋

作为十年来最重要的同业拆借政策调整,《同业拆借管理办法》（中国人民银行令[2007]第3号）颁布以来,市场参与者反响积极,同业拆借市场发展步入了一个新阶段。在《同业拆借管理办法》颁布一周年之际,本刊记者带着一系列受到业界广泛关注的问题,对中国人民银行金融市场司司长兼上海总部金融市场管理部主任穆怀朋先生进行了专访。     

我国外汇储备币种结构与收益率的一个估计

文章在假设持有美元、欧元、日元三种币种结构的前提下,构建了我国外汇储备增长率的分解方程,利用Recursive Residual和虚拟变量法来处理异常点,同时借助CUSUM检验确认了2003年8月为结构性断点,继而分为两个子样本分别估计,并得出:(1)2003年8月前,我国外汇储备平均收益率约为3.66%,欧元资产比例大约为11.78%;2003年8月后欧元资产比例上升至21.79%,收益率微升至4.03%.(2)利用估计出的币种结构进一步对收益率进行调整,并将调整后的收益率与我国同期的GDP增长率和FDI投资回报率进行对比,说明改变现行的消极管理模式为强调市场化手段、旨在提高收益率为特征的积极管理模式的必要性,同时针对积极型外汇储备管理模式给出了进一步的研究展望.     

大都市群可持续发展研究

在中国培育数个大都市群是中国实现现代化的必然选择,同时环境资源日益稀缺必将成为大都市群可持续发展的主要挑战.前瞻性地研究大都市群环境变异的规律,主动、系统、全面地采取相对应的调控措施,才能有效地解决大都市群发展与环境的协调问题.     

对我国医药企业自主创新演化机制的分析

自主创新是当前商业界和学术界研究比较热的话题。政府相应地制定了一系列的政策和法规来鼓励企业进行自主创新。在这种背景下,我国的医药企业也积极响应国家的政策进行自主创新。然而,医药企业创新在实际操作中的行动方向差异很大。针对这种差异,笔者将医药企业创新划分成新功能创新和新设计创新两种,并且通过对一系列的数据和资料分析后,发现我国的医药企业的创新并非实质上的自主创新即新功能创新,而是新设计创新。文中对产生这种局面的演化机制进行了分析。     

Population Structure and Housing Prices: Evidence from Chinese Provincial Panel Data

This study analyzes the relationship between the proportion of the economically active population aged 15–64 to total population and housing prices. A panel of 31 provinces in China from 2002 to 2014 is used in our analysis. We find empirical evidence that the impact of the population structure on housing-price growth increases as the population growth rates rise. This observation suggests that, to understand provincial housing price movements in China, one should consider the ratio of working-age population to total population in a province. The main policy implication is that Chinese policymakers need to ensure a moderated population growth to effectively promote stability in housing prices and the economy.     

Flipped v’s traditional teaching perspectives in a first year accounting unit: an action research study

With the need to move accounting students towards deeper learning approaches and understandings, this first cycle of an action research study sought to determine the student’s perspective of the flipped learning approach. With this learning approach gaining momentum in recent times, this study focuses on a first-year introductory accounting class in an undergraduate business degree. In making changes to the learning environment, we survey students and find that there are significant differences between the flexible student, that is, students that are already exposed in a limited way to this approach, and the face-to-face student. Results indicate further action research is required if the flipped learning approach is to be considered a serious teaching and learning contender for the first-year student.     

从财政理念的沿革看理性财政的回归

通过对西方和我国政府所奉行的财政政策理念沿革的回顾,以及对我国目前存在的财政风险隐忧的分析,认为我国目前所实施的积极财政政策不可持久,未来长期的财政政策理念必须向理性财政回归。     

The Effectiveness and Efficiency of Active Labour Market Policies in Poland

Following the predominance of macroeconomic stabilisation policies and passive income support schemes in the first phase of transition, active labour market policies (ALMPs) have now come to play a more important role in transition economies. This paper looks at the Polish experience and provides empirical evidence on the effectiveness of ALMPs. We use the Polish Labour Force Survey of August 1994 in combination with its Supplement on the Evaluation of Labour Market Policies together with data on ALMP expenditure at the regional (voivodship) level. The macroeconometric analysis of the relationship between labour market flows and ALMP expenditure shows no significant effects. The microeconometric analysis reveals that ALMPs are not particularly well targeted at the problem groups in the labour market. That is, women and people with basic vocational education do not receive enough attention. As to the effectiveness of ALMPs, the paper shows that former participants cannot expect to find employment more easily than their peers who have been unemployed but have not been in a programme. Subjective evaluations of former participants also suggest that ALMPs, but especially works programmes, have not improved their chances to find a job. This revised version was published online in July 2006 with corrections to the Cover Date.     

“ASP动态网页设计技术”项目教学法的研究与实践

项目教学法是师生通过共同实施一个完整的项目而进行的教学活动,整个教学过程中既体现教师的主导作用又发挥学生的主观能动性,充分展示现代高职教育"以实践动手能力为奉"的教学目的。本文对项目教学法与传统的教学法相比较,介绍了项目教学法,并结合实践教学,以项目为中心对ASP动态网页设计技术课程教学进行了详细的教学设计。以整体的项目为例,通过确定项目任务、项目实施方案和项目验收及综合评价过程,阐述项目教学法在ASP动态网页设计技术课程设计中的具体应用。     

面向EDA主动知识辅助基础原型的研究

随着EDA技术的飞速发展,电子自动化行业对设计师设置了较高的知识门槛,对此开发了面向EDA技术的主动知识辅助系统的基础原型,实现其在领域机理层次上的主动知识辅助。系统具备主动判断电子设计工程师知识缺陷并提供相应辅助的智能机制,从而对不同知识结构的电子设计工程师提供有针对性的快速辅助,实现真正意义上的人机协作,达到其在高端设计中的低起点应用的目的。目前该系统运行良好,基础原型有望形成电子自动化行业的伴侣软件。
